Key takeaways

  • 1In practice, a filer is a person whose name appears on the Active Taxpayers List that the FBR publishes and updates.
  • 2You get on the list by filing your return for the relevant tax year, and late filers can usually be included on payment of a surcharge.
  • 3Status is not permanent. Missing the next year's return can take you off the list.
  • 4Not being on the list generally means higher withholding and advance taxes and, increasingly, restrictions on certain transactions.

What does being a filer actually mean?

Bank officers, property registrars and vehicle registration offices in Pakistan rarely ask whether you have filed a tax return. They check whether your CNIC or NTN appears on the Active Taxpayers List (ATL). That list, published by the Federal Board of Revenue under the Income Tax Ordinance 2001, is what the word "filer" really refers to.

So the short answer is this: you are a filer if your name is on the current ATL, and you get there by filing your income tax return. Withholding agents rely on the list when deciding which rate to apply, which is why your status shows up in so many everyday transactions.

There is a separate list for sales tax, maintained for persons registered under the Sales Tax Act 1990. This article deals with the income tax list, which is the one most individuals care about.

How do you get onto the list?

Register on IRIS if you have not already, then file your return of income for the relevant tax year. Individuals file a wealth statement with it. Companies and associations of persons file their own returns under their NTNs.

The FBR issues a fresh list each year based on returns filed for the latest completed tax year, and updates it periodically as more returns come in. If you file after the due date, inclusion is usually conditional on paying a prescribed surcharge. Once the return and any surcharge are processed, your name should appear on the next update.

How can you check your status?

  • Use the ATL online enquiry on the FBR's website and search by CNIC, NTN or registration number.
  • Use the FBR's SMS enquiry service, which returns your status against a CNIC or NTN.
  • Check the Tax Asaan app, which shows ATL status alongside other taxpayer information.

Check before any large transaction, not after. Banks and registrars apply the rate that matches your status on the day, and recovering excess withholding afterwards means claiming it as an adjustment in your return.

What happens if you are not on it?

The main consequence is cost. Across the Ordinance, many withholding and advance taxes apply at a higher rate to persons who are not on the ATL. These include taxes collected when property is bought or sold, when vehicles are registered or transferred, and on dividends, profit on bank deposits and certain other banking and payment transactions. The difference can be significant on a single property deal.

Recent Finance Acts have gone further than pricing. Restrictions have been introduced on certain large economic transactions by persons who are not compliant, and the Ordinance gives the FBR enforcement powers against people who should file but do not, including action relating to mobile connections and utility services. The scope of these measures changes from year to year, so the current rules should be checked before any major purchase.

Can you drop off the list after getting on it?

Yes, and many people do without noticing. Because each new list is built on returns for the latest tax year, a person who filed last year but misses this year's return can disappear from the list when it is refreshed. Their bank then starts deducting tax at the higher rate, often weeks before anyone realises why.

How do you restore your status?

  1. File the missing return, and the wealth statement if you are an individual, on IRIS.
  2. Pay any tax due on the return and the surcharge required for late inclusion, using a PSID generated on IRIS.
  3. Keep the acknowledgement and CPRs, and check the ATL after the next update.
  4. If the list has not been updated after a reasonable time, raise it with your Regional Tax Office through IRIS or a written request, attaching proof of filing and payment.

Does being on the list mean your tax affairs are in order?

Not necessarily. The ATL shows that a return was filed. It says nothing about whether the return was accurate. A filer can still face an audit, an amended assessment or questions about unexplained assets. Treat the list as the minimum, and the quality of the return as what actually protects you.

If you are planning a property purchase, a vehicle transfer or a large investment, confirm your status a few weeks ahead and leave time to fix any gap. Where returns for several years are missing, or a notice has already been issued, speak to an adviser before filing anything, because the order in which years are filed and explained can matter.

1How do I check if I am a filer in Pakistan?

Search your CNIC or NTN on the FBR's Active Taxpayers List enquiry on its website, use the FBR's SMS enquiry service, or check the Tax Asaan app. If your name appears on the current list, you are treated as a filer. If it does not, check whether your latest return was filed and any late-filing surcharge paid.

2How long does it take to appear on the ATL after filing?

Returns filed by the due date are reflected when the annual list is issued. Late returns are added through the FBR's periodic updates once the return and any required surcharge are processed. If your name still does not appear after an update, raise it with your Regional Tax Office and keep proof of filing and payment ready.

3Does a salaried person need to be on the ATL?

Yes, if they want filer treatment. Tax deducted by an employer does not by itself put anyone on the list. A salaried individual must file a return, with a wealth statement, to appear on the ATL. Without it, banks and other withholding agents will usually apply non-filer rates to their transactions.

4Can a non-filer buy property or a car in Pakistan?

Non-filers have generally been able to transact, but at higher advance tax rates, and recent Finance Acts have introduced restrictions on certain transactions by persons who are not compliant. The rules change often, so check the current law before committing. Becoming a filer before the transaction is usually the cheaper route.
